READER’S GUIDE
The Warning of Ramses by Stephen Francis Montagna is a middle east military thriller. When the Nile stops flowing, the world moves toward war.
The Warning of Ramses is a military and geopolitical thriller about water. Egypt’s constant fear is that another country will dam the Blue Nile and cut off the river it lives on. In the novel that fear comes true: Ethiopia builds a dam on the Blue Nile and cuts off most of its flow to Egypt, and Egypt, joined by Libyan forces, goes to war with Ethiopia and with the United States over the project.
The title is a warning attributed to Ramses II more than three thousand years ago—that Egypt would wither if the Nile ever stopped. The book portfolio follows the modern crisis from a diplomatic dispute in the mid-1990s to open war, through Colonel Edward “Popeye” Campanelli, Captain Renee Mendoza and Ambassador Mohammed Kheir, a diplomat caught between loyalties. Its themes are water as power, survival against sovereignty, and diplomacy against war.

When Ethiopia builds a dam on the Blue Nile and sharply reduces the water reaching Egypt, the dispute moves toward war. Joined by Libyan forces, Egypt confronts Ethiopia and the United States over the project. A struggle over a river becomes a crisis with consequences across the region.
The novel is fiction. It imagines an Ethiopian dam on the Blue Nile and a war fought over it. Readers who follow the real dispute over Nile water will recognize the stakes, but the book’s dam, characters and war are invented.
Colonel Edward “Popeye” Campanelli is the American officer whose storyline gives the novel its ground-level military view, according to the book portfolio.
